Do you think Sasuke can use this jutsu to open a portal to different places on earth or can he only open portals to different dimensions?

Also if Sasuke opened the portal on top of someone would they instantly be trapped in a another dimension? like if he looked at Kiba and opened the portal would Kiba be transported instantly to another dimension.

In the above link Skip to 1 minute in the video and Sasuke opens a portal fairly quickly by looking at a space.

Could he use this jutsu to send enemy attacks into a different dimension in a fight, the portal is fairly big so maybe it could take in a biju bomb before it explodes or part of one. It takes a lot of chakra to use so it would probably only be a last resort move.

Sasuke could throw a enemy into the dimension portal and close the portal to trap the enemy in a different dimension.

Its a shame we don't see Sasuke use more rinnegan jutsu in this movie like shinra tensei which would have been useful in the final fight even if the enemy can absorb chakra.
