Just come to think of it what do yo guys think who will win between base Naruto and base sasuke if they fight I think both of them are equals but what do you guys think. Like chidori vs rasengen, equal normal fight skills,thunder clap vs rasenshuriken.

Wrong, Sasuke's taijutsu appeared to be equal to Naruto who wasn't using RSM's abilites. You need to understand that being in RSM doesn't automatically mean he is using those powers to his advantage. IE: Naruto never used frog fu once during the movie or RSM to enhance his speed.

Naruto does possess defensive genjutsu skills. When he faced Itachi in the beginning of part 2 Itachi was forced to change plans to defeat Naruto in genjutsu. He did that by attacking Naruto's emotions. Itachi doesn't waste movement. He wouldn't change plans if his current plan is working.

Sasuke relies on his eye power more. During Naruto the Last Naruto used SM/BM only 20% of the time. At the end of the gaiden Sasuke fought the Shins with his eye power (susanoo) and while Naruto fought the Shins in base mode.

I say Naruto wins. At the end of the Bolt movie base Naruto created the strongest rasengan ever. It defeated momoshiki's strongest jutsu.

During Naruto the Last Naruto's physical attacks were so powerful he completely destroyed the ground underneath him. His attack was parallel with the ground. That is exactly what it means. You don't wear a cloak only for it to do nothing to your physical abilities, nor can Naruto choose what the cloak enhances and what it doesn't enhance. If the cloak is on, he's using Kurama's/Rikudo's chakra. If he's using said chakra, then he obviously gets stronger. Nothing you posted is supported by anything but an misunderstanding of the Manga.

1. Yamato told him to control his chakra so that he doesn't run into a wall when he uses Shunshin. Literally has nothing to do with Naruto being able to choose whether or not it powers him up, because he can't. That's a baseless assumption, and a hilariously ridiculous one at that. This point doesn't even refer to the power up as a whole, so mentioning it was useless.

2. Which has to do with gaining control of his speed like Yamato mentioned, and nothing to do with Naruto being able to "turn off" his power up. I almost don't want to read the rest since I know it will follow this same trend.

-BM moving faster than KCM would be because BM>KCM, not because Naruto can turn off his power up.

-Naruto wasn't using Shunshin in any of those scans, nor were they moving as fast as him in the 628 scan. All you see is them all charging at Obito, and Naruto was the closest. In the 617 scan, they combined into one giant bird, so of course they'd be moving the same speed, and again, Naruto didn't use Shunshin.

So once again, if you want to claim that Naruto can turn off his power up, please do it by bringing evidence and/or proof that actually relates to your claim. Because all the evidence you provided for your claim has to do with Naruto gaining control of his speed, and Naruto not using Shunshin at all. Even if I bought into this nonsense theory, then I'd have to ask myself why Naruto would turn on his cloak but not use any of it's enhancements.
Naruto's punch against Toneri was that powerful because he focused his transformation into his fist. I suggest you watch that movie again, because that was far from a regular partial transformation when it comes to strength.

What an ridiculously ingenious comparison you are making.

1. Good job using a Sasuke who had exhausted a buttload of his chakra as a reference for how strong a full powered Sasuke should be.
2. Good job using Naruto evading a completely different attack than the one Sasuke intercepted.

All you are showing me is that weakened Sasuke was too slow to move Sarada out of the way of an attack, and that said attack is faster than Kid Shin's attack. (Which should be obvious since one uses the Dojutsu and the other is just Shin swinging his blade)

Sasuke obliterates Naruto. Not debatable if you don't try and dance around what occurred in the Boruto movie.

Being completely honest i think it could go either way high diff. Naruto is rusty but sasuke only has 1 arm so blocking might be hard without susanoo. If sasuke can blitz naruto with his sword then he wins if not it goes either way high diff.
