Tailed beasts are known for being nature disaster because of their hatred toward men. In order to use their power to maximium, you had to completely synchronized with tailed beasts. The only one who was able to do that is Naruto (unknown for Hago, since his tailed beasts was so small and no manga feats, only imagination that he could)

destroy. controling and consuming give you too much power, and they will eventually turn evil again (they where nice to hagoromo, but by the start of the series they where just huge monsters)

The thing is about harmonise is that whilst it IS the point of the series. What happens when Naruto dies? Sure he can teach people all he likes to respect them but that close bond has been lost with them. And every gen it'll get further and further away.

Remember the Monk that befriended Shukaku? He attempted the harmonise tactic. Where's he now? Dead, known only through flashback. Where was Shukaku in that moment? In the middle of a battlefield fought over them.

Can somebody better explain consume to me and why it's different from destroy?

Befriend/Harmonize obviously. Not only would I receive godly power/abilities, I'd have 9 massive chakra beast as allies backing me always.

The monk's harmonize was only with one bijuu. Naruto's version is universal to the bijuu.

Destroy: No more bijuu

Consume: The bijuu are absorbed permanently and you become one with it. Kaguya isn't a jinchuriki, she's the juubi itself in a way.
