I'll also won't place Indra or Asura, since they don't have feats nor hype to exactly gauge where they would be.

How can you put Prime Hiruzen on this list without having him number one?

Thank you. I initially had the Third Raikage way higher in the list, but I kept finding characters that could potentially beat him...
Truth is is that the Last five to Six on this list are all highly debatable...

Why is Kabuto no edo tensei always put above Killer Bee? TBB > Kabuto.

Mostly because Kabuto have ways to take him down before it comes to it. Its not just about tanking the others characters strongest attack. Its about their overral arsenal and stats.

Only with certain conditions. On average Bee will always take it because of TBB.

It depends really. We can't just say that the character will have the chance to use their entire arsenal. Example: Bee was going to be defeated by Nagato before he even had a chance to go BM. Was Bee nerfed? No. The opponent just defeated him before he pulled out him bigger gun.
But in the end this is a topic for a specific thread...
