Most lists overlook him for "not being in the manga" or "not being an actual ninja" but there's one shinobi all you fockers forget when piecing together your top 10 lists.
This character is only shown in the anime because Kishimoto feared it's power and didn't want the responsibility of writing such an iconic, beloved character with such a demanding skillset.

Unlike fanwankers like 'Lord Sasuke' and 'Lord Itachi / Naruto / Madara' Condor actually owns that title, not only being leader of the Four Ninja Animal Warriors but his title LITERALLY being 'Lord Ostrich'. Don't use the word lord unless it's actually official please, that's treason against the crown.

Condor has solo'd a 8-Gates User, the 6th Hokage AND many Konoha ninja. And whilst Naruto and Sasuke have been going rusty, Condor has been out there in his mysterious shadows- training.
Condor disappeared during the Turtle Island arc and has never been seen since despite having such a role in Naruto's upbringing and Ninja Way. This sound familiar? Condor is the bigger than Kaguya threat, and there's little proof you can bring to deny that. I'm totally serious.
Whilst a comedy character his personality is absolutely serious & characters constantly underestimate him resulting in their untimely defeats (Naruto, Sasuke, Ikumo, Lee)
A threat bigger than Kaguya whose location cannot be found nor is the identity known. There's only one real answer. Konoha better prepare their armies.
