I actually have to agree with Hanabi being the strongest Hyuuga, Neji died 12 years ago while others could improve on their skills and surpass him and Hiashi has been training Hanabi since she was about 7 in a 1 on 1. I can see Hanabi surpassing her dad by the Last or shortly after it since she's not apart of the regular ninja teams like Hinata, she solely trains with her dad and go on missions with her dad as she did during the Pein arc. Hanabi is current around 25-26 which is a pretty good age to be at or near your prime. Hiashi with 2 body guards couldn't fight against Toneri's puppets which Naruto took on with only taijutsu and no clones, I think Hiashi is a bit past his prime and has no reason to really train while Hanabi does as heir (Hiashi said she was a better heir than Hinata after all).

I don't kniw if Hanabi eyes retained the Tenseigan, it's possible though since it seems like Toneri awakened a new power/chakra in the eyes which gave him the chakra cloak and TSBs. It doesn't exactly follow the Senju/Uchiha-Ashura/Indra requirement since Toneri said his clan needs Byakugan is all which means multiple of people can awaken the Tenseigan while only Transmigrators can get the Rinnegan from what we know.

It was true that Hanabi was stronger than Hinata, but that was like a long time ago. Realise that times have changed already. It should be quite obvious that Hinata had trained alot afterwards to better herself. Besides, there was not even a recent panel or chapter that showcased Hanabi's feats other than flashback ones since Kishi hadn't focused a lot on her.
