I'v see theories about how she might be a sister of Portgas D. Rogue.Since Ace and Luffy were similar.

Me personally I'd like to see who his mother is/was.

Volume 44/45. In a previous volume, he said both parents were drawn and would appear in the next volume. Next volume, Dragon was revealed to be Luffy's father and the first(and only) woman we saw with Dragon had glasses. If that is her and she is alive, I'd call BS and favoritism. All these mommas dying left and right cause Oda said "The opposite of adventure is mother."

I wouldn't be surprised. Kinda makes me think she was a noble in Goa Kingdom like Sabo. Dragon seems to be from Goa Kingdom as well based on his dialogue. Could be one of his triggers for starting a revolution.
