Kabuto and Orochimaru had Hashi cells, and it contained Hasi's chakra which still had Ashura chakra. But I do think it's possible for 2 people to have his chakra.

Common misconception, Kabuto used Hashi's cells to learn how to regenerate like Juugo but it wasn't Ashura's DNA that healed Sasuke, he used his DSM cells to regenerate. Sasuke was given Hagoromo's chakra insted of Indra's which is why he has a tomoe Rinnegan instead of of the standard one
