Gaara is the best.
He is young with a lot of potential.
Gaara has easily one of the best defense in the series.
Great offence
Can seal enemies.
Has sensing
Great mobility on sand via flight
Has sand clones.
Sand tsunami
Has a third eye.
He can control people by having his sand enter their blood stream.
Can turn a forest into a desert.
He can attack, defend, and prep all simultaneously.
A great strategist.
All of this he has to choose from when fighting an enemy.
Being the strongest means more than the kage beating eachother but how they would do against others as well.

Tbh though I have my reservations about Tsunade and Ay's positions, I feel that they could be switched since Tsunade is more versatile than he is and the Almighty Katsuyu lol.

Sorry but anyone who thinks Onoki is the strongest due to how he had curcial moments during the Edo Madara fight.. needs to revise on him. He was inferior to Hiruzen, and Tsunade and Ay would wreck an old hiruzen.. yet old Onoki is superior to them? lol.
