No. Sasuke has a Rinnegan and Kaguya has a RinneSharingan. The RinneSharingan can only be awakened by having the power of the ten-tails and going near the moon. It also has nine tomoe while Sasuke's Rinnegan, which simply incorporates his Sharingan powers, has only six.

Like any other rinnegan technique each use has it drawback an time limit on how long it can be use again.. Still result in huge amount of chakra lose... Unless you have endless supply like naruto...etc..

But the MR(mangekyou rinnegan, it's not called that but given the current chapter) shouldn't be able to traverse separate dimensions like Kaguya's, I have a theory but it'll make sasuke too broken, what if the Tomoe rinnegan has the powers of all sharnningan including MS abilities? Like kumai? Since I can't explain how he can jump to Kaguya's dimension, maybe through the outer path like how hagoromo did?

Endless supply like kaguya, not naruto. Naurto's clones are not enough to open portal. That means naruto need 80-100% chakra to do that.

The full power of his Rinnegan (his new dimension-swapping) is the only thing the tomoe are needed for. Amenotejikara and the Six Paths are a part of the normal Rinnegan package and can be used even without the tomoe, just like Madara has Limbo and what-not.

Kagyua has 9-tomoe Rinnesharingan, while Sasuke has 6-tomoe Rinnegan.

From the looks of it, Sasuke's is still 6 Tomoe. To be very honest, it could be - small chance - 9 Tomoe, but as his eye never fully opens, it's the former for now. He doesn't have two Rinnegans, it's the same one. It's just unique. It isn't Rinnegan nor it is Rinne-Sharingan; it's something in-between as its powers exceed that of double Rinnegan by quite a lot of margin, proven by his use of Outer Path and Deva Path and a Kaguya-like Teleporation technique, that unlike her's, is instant!
