It's interesting you should say that
Orochimaru represents science. It certainly looks like Kishimoto is saying that science can be allowed to get away with anything by the government (the leaf represent Japan and also other lands don't appear to to have arrested or executed Orochimaru)

I mean. Why the heck is oro still around? That guy has done so many inhumane things yet he's still not dead? I honestly don't get kishi. Is he trying to imply to forgive anyone even if they're a mass murderer?
Do you think justice exists in real life? U.S is funding terrorist groups around world, more specifically Taliban and now ISIS, and pretends to fight against them.

Okay so everyone is saying oh he helped them to win the war, but like if a murderer helps you, but then goes back to murdering, they are still a bad person. Sasuke was part of Taka but now is helping Konoha, Itachi technically was just on a super secret mission for Konoha. Orochimaru helped when the entire world was about to be taken over but then goes back to experimenting and taking over bodies for his eternal youth? No, people can get a second chance, fair enough, but not a third and fourth and whatever chance.

He killed the 3rd hokage! But now lives in a nice cottage on the outskirts of the woods? wtf?
