They can't handle 3 tomoe sharingan Sasuke!. It looks like the 6 tomoe rinnegan activates when he activates EMS. A different lvl of doujutsu is'nt required. I'm glad he didn't use those abilities, it would show he's gotten alil rusty after so long.

Its the same situation as Spirit Obito giving chakra to Kakashi. Kakashi could use it for a while but then it had to go.

Him not having tomoe isn't necessarily a nerf.

That is unless you believe Sasuke needs rikudo chakra. Or that Naruto needs to get into contact with the other bijuu in order for them to beat shin.

Only nerf I can really see would be the fact that he no longer has precog in his left eye (which he can regress back to EMS) and that he's missing an arm.

Other than that, their power levels aren't that much different imo.
