There's a trope in fiction called Chekhov's Gun this is the description from tv tropes: If you say in the first chapter that there is a rifle hanging on the wall, in the second or third chapter it absolutely must go off. If it's not going to be fired, it shouldn't be hanging there.

Basically, if you go out of your way to highlight something it HAS to come back later otherwise those panels or those sentences were a complete waste. This is tenten and the sage tools and the jutsu hashi gave Sasuke, just a waste of panel space by a writer who ran out of juice by the end.

I know what you mean, that applied to the Juubi,Hashirama and Hagoromo. They were all mentioned early in the story, therefore they had to come back or we had to see them in some way as there is no point mentioning them if we are not going to see them.It happened with Tenten's tools and Minato's long jutsu
