well shadow clone is a high level technique in the anime/ manga and thus adapting that technique would naturally be of high level so theres the answer to your question.

I fail to see how creating multiple copies of Kyuubi can replicate the effects of Harem Technique, unless there is a giant female demon fox or...a really really twisted guy.

Yes. It's mainly because of the Harem no jutsu as Kakashi said, probably only Naruto can do it. Perhaps another shinobi with about the same level of chakra such as Kisame can also do it (but, yuck, blue girls with gills).:naruto:
