1-hago was really speaking about the powers.
2- he was speaking about leaving his hopes of achieving peace to whom.
And even in the second case there's possibility of ashura having rinnegan becasue when you leave your hopes to someone you're more likely to also give him/her all of your powers.

Ashura's can't awaken Rinnegan, they have no special eyes, only Indra's can, don't make assumptions.

You need both Indra's and Ashura's Chakra to awaken Rinnegan, but you can only awaken it if you are Indra's transmigrant.

You would awaken RSM instead if you were an Ashura transmigrant with both Indra's and Ashura's Chakra.

An Uchiha can evolve their Sharingan into the Rinnegan with the help of Ashura, aka the Senju.

Being that the Rinnegan is activated through the Sage's power which is a combination of Uchiha/Senju, then it would make sense that if the Uchiha already have the eyes, they need the bodies. What do the Senju lack? The eye.

So a Senju with the Sharingan, would be able to activate the Rinnegan. Despite only transmigrantes having the feats of doing so. No?

To be fair, only Uchiha's knew how to activate it aside from Hashirama (I believe he was given a hint). I believe they would of activated it through getting the Sharingan.

Madara was able to use Senjutsu better than Jiraiya but that doesn't mean he was better than Hashi at using it, same applies for the Rinnegan. Ashura's descendants will never be able to use Rinnegan's full power the same way Indra's will never be able to use RSM's full abilities.
