All of the abilities that he used in the manga is what he has. Now, if he can amplify these abilities with no problem and go headfirst against someone like Sasuke and wins. Not tie, or both faint then yea, he would be the strongest alive.

As it stands though, he will forever be matched up and stalemated with the Sauce resulting in them both being the strongest [present and alive] characters in Narutoverse
