I don't think he is being coy about it. In chapter 700 sasuke grabs his sword with his right hand. So no he doesn't have his arm back

He always used his Katana with his right hand.
It's most likely that he doesn't have one tho, considering that he decided to leave even while knowing that his prosthetic arm was almost ready, he chose not to have an arm before he's atoned. it is really up to whether he decides to leave things as they are so that it can be a reminder to his past, or if he thinks he's already 'cleansed' and wants to throw the past behind...
We'll find out when Part3 comes out.

Maybe Kishimoto wanted to show Sasuke getting a new arm in the Bolt movie or he hadn't decided on what type of new arm to give him. This would explain why Sasuke doesn't have a new arm in the Last.

Sasuke getting a robotic arm would be a good contrast to Naruto's Zetsu arm.

Not really, I like the it when characters live with a chip on their shoulder, with a constant reminder of their mistakes. It makes them seem like a more honorable character. :|

nah Sasuke doesn't deserve a permanent new arm, that's why he refused it, he has made huge mistakes and he must remember them forever, going on a trip alone is not enough.
also he tried to killed his best friend with that arm, the one whom saved him from himself, it's symbolic.
