Though, Danzo has probably the most versatile arsenal when it comes to Fuuton techniques.

There are other fuuton users, you know. Sora, Asuma, Nagato, Kakuzu, Baki (Gaara's Sensei), among others. Then there are those who possess it but haven't been shown using it (Oro, Madara, Minato, Jiraiya, among others).

Naruto's FRS is supposedly the strongest Fuuton technique, so that's where firepower's at.
Temari has shown most versatility:
* She can Fly on her fan (CE against Tenten)
* Her summon is also a strong wind user
* Her defense is wind-based (fending off attacks)
* She has medium-long wind attacks
* Her attacks are sharp AND cover a wide area
* She has shown illusionary techniques based on Fuuton (CE against Temari)
* Basically, the only things she lacks are true close-combat fuuton tech and firepower, which is where Naruto comes in.

So, versatility: Temari
Firepower: Naruto

Danzo has many different fuuton tech, but he isn't as versatile a user as temari. Hiruzen has only been shown using a wind jutsu once. He didn't use a single one in the fight of his life against Oro, especially when wind would have made a fine counter for Hashirama's wood attacks.

I voted for Naruto, but only because I really like the concept of his FRS.
