By feats Isshou wins. He created GIANT METEOR SHOWERS for fun, while eating. To be honest Fujitora is probably the strongest Admiral so far. He can bend Light to his will (thus annihilating Kizaru) and because Ice is brittle he can annihilate Kuzan too
Kuzan can freeze ocean with easy ... If Kuzan can handle magma rains for 10 days ... he can handle those meteor.
Meteors destroy frozen ocean, besides Kuzan can't freeze the entire ocean, only a few kilometers of it (which won't even match the scale of this fight). Meteors > Magma rain (due to size)
Kuzan transforms into ice and simply reforms after the meteors crush him. Don't tell me you forgot about Haki-Logia relationships.
What CoA feats are there for Fujitora? None whatsoever.
What if Isshou imbues Haki into a Meteor?
Wait for the story to unveil that... But since it's a basic skill to add Haki to an exterior object (e.g. an Arrow) then I would expect Isshou can do so to one side of his meteors if he wishes
He'd have to get pretty close to one and touch it to do so. Probably not a very good idea with the force a meteor falls it. Issho would probably have to stop it mid-fall, and fly up to it if he wants it to carry any force at all to actually damage Kuzan, and it's not like Kuzan is just gonna stand there the entire time and watch him do so. That strategy wouldn't work out very well for Issho. Not only that, but we don't know that it's even possible for someone to imbue Haki into an object the size of a meteor.
Kuzan never show CoA feats because pre-ts we don't have blackening CoA. I believe... he has strong CoA because Garp is the mentor. And meteor can't harm Kuzan ... meteor bigger than magma, but the meteor wasn't coated with haki which magma was, so Magma > Meteor.
Who said he had to touch it?

And where are the arrows before they're launched?

Both the manga/anime shows her holding the arrow. You can tell from the manga panel she's holding the arrow and you can see it here as well (skip to 3:42 and reduce the speed of the vid.):
Are you retarded? She obviously has to touch the arrows to put it on the string from whatever container she keeps them in. She imbued them with Haki then.
