She wasn't nerfed


1.

She was powerful but,not a ninja the powers of team 7 and everyone since her time has been refined
Kaguya was using pure ovre bearing power to subdue them in the beginning and until they shifted into the desert dimension she wasn't even trying to kill them


2.kakashi took her by surprise with his attack and ability to go through her attacks
it was at this point that naruto and sasuke attacked her once more

she could of easily killed them both but kakashi kept interfering with timed kamui attacks as he was falling (this was all happening within a few seconds) then instead of trying to kill them (because kakashi was aiding them on top of the feint that naruto was already pulling) she had no choice but to dodge which by that point was too late as sakura posistioned herself in the only spot kaguya could dash to after having every other movement blocked.

Sakura cannot touch kaguya it was only possible due to where she was posistioned at the time.

sure, sure I agree with what you said.

Just besides That wolrd attack, anything she could not change the outcome so in that way she is not nerfed.

However from point of view that she did not attempt even to use "world attack" and considering it has never failed we can conclude that she was nerfed or at least restricted from use that one attack.

Unless she can use this "World attack" only with ice dimenssion but no with other she could solo everyone and all of them

No but kaguya did "change" the iceworld from a wasteland to a death trap and it says she could change the world around her so i guess that applies to anywhere. :L
