Hiruzen solos regardless of prime or not.

Kabuto and Oro already stated he was stronger than Ay, Onoki, Mei, and Gaaras Daddy despite im being 69. He knows all tehcniques in the leaf, so he kills him with Ghost Transformation.

The Raikage is stronger by feats and there's no hype that puts Hiruzen above him. Though Hiruzen's analytical prowess and experience could potencially give him the win if he figures out how to harm the 3rd.
All in all, i'll go with the Raikage more times than not.

Hiruzen wins with ease. Especially if he is in prime and hype is allowed. Once the match starts Hiruzen uses shadow clone just, the clone uses expansion Justus to increase its size and strength, then the expanded clone activates the 8th gate and annihalates the 3rd Raikage. Hiruzen has access to all the techniques in the hidden leaf excluding KKG's.

hype already States that Hiruzen is stronger the 3rd Raikage while in old age.

Hype states he was the strongest of the Gokage at the time of his death. That means he's stronger than Ay, not the 3rd.

If he was stronger than Ay then he has various wind attacks to unravel his LA, therefore Hiruzen blasts him with large scale wind style and when LA is remove the propulsion of his diamond hard staff puts a whole in his chest.

The Third Raikage was Raikage around the time Hiruzen became Hokage.

Hiruzen was the strongest Kage of his time.

Therefore, Hiruzen > 3rd Raikage, as long as it isn't old Hiruzen.

That's not how hype works though.
It is that he can use Futon, but that's meaningless when the Raikage already tanked two other Futon of much higher caliber with a weaker body.
And i hope you didn't just claim that Enma is capable of harming the 3rd... o>o

Hiruzens futon is higher than those futons.

Enma is hard as diamond, hardest substance on planet, so the propulsion of it in staff form would put a hole through him.

Kabuto stated Hiruzen was considered the strongest of the 5 reigning kages.

Hiruzen was Hokage during the 3rd Raikage's reign.

Feats wise Hiruzen suicides with RDS.

i doubt RDS would be necessary. he can summon Enma or use high scale Futon, katon attacks thus injuring him

Lol wind jutsu to cancel the raiton armor when FRS couldn't?

he can use katon ot incinerate him and the fuuton attacks can affect him. FRS didnt have an effect but waht happened to raiton armour wasnt shown. his body wasnt affected but he would still be affected by high class fuuton and katon attacks

You mean bigger.
That's irrelevant. His Futon is just one massive gust of wind. Are you aware of the Raikage's tanking feats, hype and portrayal?

Enma is hard as diamond, hardest substance on planet, so the propulsion of it in staff form would put a hole through him.

The only thing that ever managed to put a hole on the Raikage was his own attack at maximum power.
If Oro could stop Enma with his Kusanagi sword and the later didn't even crack a bit, then the 3rd is able to tank the staff without the least harm.

Ignoring all of Hiruzen's outdated, invalid hype. Raikage destroys him.

It's not really outdated when majority of his hype has been confirmed during this war(master in jutsu analysis, professor, all elemental ninjutsu mastery). With his elemental ninjutsu mastery he certainly has the means to defeat the third when 3 fuuton attacks(albeit strong ones) were enough to shatter his body

3 Fuuton attacks? He tanked FRS, and Cast Net gave only him shallow cuts even when he wasn't wearing his Raiton Armor. Hiruzen doesn't have the means to put him down, not unless he uses RDS to seal him.

He didn't completely tank FRS and certainly wouldn't have had he not been an edo. His body was tearing apart. And it was the cast net technique i was refering to

And what if he had no armor? It's a raiton ability, something weak against fuuton. Strong enough fuuton will nullify it as if it wasn't even there

His body was smoking, and there were Edo Cracks, no penetration at all. So he would have taken that whether he was Edo or Alive.

The Raiton Armor clearly softens the attack. In Base, he was damaged worse by Cast Net than he was by FRS, even though FRS is much stronger, which is because FRS had to go past his Armor to get to his body. Fuuton doesn't magically nullify the Raiton Armor, it breaks through it, Fuuton has the elemental advantage though, so you only require a weaker Fuuton compared to any other element, to break through the Armor.

Sure it didn't penetrate, but his body was still close to falter considering it left cracks on his body like you said and it was also a small FRS(he only used a small rasengan sphere and combined with a small fuuton element)

By strong enough i meant a too weak fuuton won't work considering the attack at least needs to be at a certain level for the elemental advantage to take effect, but i don't see how it changes my point. The fact remain that if the fuuton attack remove the armor, it will go back to square one with the cast net(fuuton technique) damaging Raikage, so in the end lightning armor or not, it would have barely changed anything and if it really changed, well they could have easily launched a first fuuton attack to nullify the armor first and then cast cast net and having the same result

Considering Hiruzen's high level fuuton alongside other powerful elemental abilities, i don't see it out of his capability

Then we come to two issues:

1. Are Hiruzen's Elemental attacks strong enough to damage the Raikage.

2. Is he going to land a direct hit.

3. He can just reactivate his Raiton Armor if he isn't put down along with that blast, just like he did with FRS.
