After Minato died,

Did Obito become the strongest person on the planet at that time?

Only serious competition would be Pain and post prime Hiruzen

No.
Nagato would've negged.
Kakashi would've still negged due to plot.
Baby Naruto in RM mode would wreck.
Lord Itachi would wreck.

Toddler naruto negs anyone because of plot, so he was the strongest from the very beginning.

If he was so strong why didn't he attack the leaf without Kurama after Minato died?

He's not strong his Kamui is just tricky.

He wasn't strong. He was a little ***** who cried over his non-existent girlfriend.

No, that redhead kid he's talking to, forgot his name. He's definitely the strongest at that time.

Because his objective was to get rid of Minato and he succeeded. He wanted to destroy his bonds with his teacher and village

And Hashirama's cells

That's what I meant by Madara welfare.
Madara got Hashiroids > Obito gets welfare > Obito can become relevant > combined with Kamui and he can stand on two feet > combined with Madara's Rinnegan > combined with tailed beasts powers < (Kakashi saved him first)

And people say Kakashi is the king of free power-ups.
