I read a many threads and I like to discuss this issue.
Naruto is on the same level and was there before Sasuke as I went into more detail below. Naruto has been above Sasuke for awhile now so Sasuke is only catching up. Against Obito, Sasuke shown jealousy over Naruto's power in BM and BSM but Naruto was barely at half power at the time since Yang Kurama borrowed chakra from Yin Kurama then both gave a huge amount of chakra to the alliance prior to this yet Saauke shown to be mad at how strong Naruto is and we know his motive was to kill Naruto even from that time. Naruto got a full Yin Kurama (he wasn't in use so would be recharging his chakra), the abilities of the other 8 Bijuus, and the Yang chakra from the Sage which gave him and equal powerup as the Yin chakra from the Sage but both had other powers such as the other Bijuu's abilities for Naruto and Hashirama's last of chakra and Hashirama's cells that have shown to boost the stamina and powerup jutsus.
So as you can see, Naruto was stronger with Kurama being at full power, having the Sage's Senjutsu, and having the power of the other Bijuu's. Think is Sasuke has shown to learn and become skilled with his Doujutsus in battle as he did with his MS and EMS that had no training for either. Naruto can't do that with his power, so far he's only been applying skills he already trained in such as his Rasengan plus element; he's combining stronger elements so his chakra control is no doubt the best shown right now but still in skills he trained in before.
Not exactly. Sasuke is on Hagoromo's level while Naruto is on Ashura's level.
If anything, Naruto showed he was on Hagoromo level before Sasuke. It took both Hagoromo and his brother to beat Kaguya in a fight but it was Naruto who was actually capable of fighting her alone for a good long while but Sasuke couldn't really land good hits. Naruto gets hit and strugs it off but Sasuke gets hit and his Susanoo dissolves. Sasuke said he was getting use to his eye in the past fights so now he's going on the level Naruto already shown to be on except Naruto used a lot of power in the past fights and lost most of his TSB while Sasuke only lost a sword that would be cut through by the TSB as we saw Minato's Kunai was. Looks like Sasuke was running low on chakra just like Naruto was so he took chakra from the Bijuus while Kurama gathered more chakra.
