I see .. well I can't really say it'll be either NS or NH but I still think that the main plot and the main events that are happening currently in manga doesn't make an opportunity for NS to happen... just imagine you like someone who confesses to another person in front of you ... would you honestly stay or want to stay with that one?..

If you look at all the early conceptual art by Kishi before the First Manga was ever release you would know that After Kishi created Naruto He created Hinata next just like every novelist creates the Hero and His love interest first,then the rest of the characters. And if you know the History of creating Naruto the last two people to be aded to the story were Sasuke and Sakura and they were only aded by the request of the producer to add them as adversary to the Hero and they have as the Teme(Sasuke) and the Banshee(Sakura)

the last time Naruto admitted that, was before the war.. as I remember... after the war started there wasn't anything that showed his romantic attraction towards Sakura.. Naruto knew Sakura liked Sasuke but he still like Sakura (yeah that was when he was little.. when he was pertty young)
