It could still be that both are on Prime Hagoromo's level dispite his feats.
It only depends on which version Kurama is refering to. If he meant Prime Hagoromo then your entire thread is worthless, because it would be mangafact even if you think that this cannot be.
(i personally think they are on pre jin Hagoromo's levl, but if the manga says they are on prime hagoromo's level then I have to go with the manga)

Kurama dont said sasuke is sasuke is at hagoromo level power wise but just in utilising the technique wise, he dont needed gado mazo as a vessel, in hgoromo case, he just absorbing juubi chakra while gedo mazo is sent to the moon after juubi is trapped inside CT, that mean hago is not becoming a juubi jin by absorbing juubi full body or having a juubi chakra with mazo inside his body rather he just absorbing all juubi chakra while juubi is inside the moon until juubi is turn ot left to become gado mazo.

this is the mathod that sasuke applied right now. Like hago, his body becoming a vessel. But hago after a moment of time he release out the juubi chakra by turning it to bijuus
