Alright, you'l have to forgive me for the lack of RP here, as it's a group training and takes a bit of time, of course, to get done.
The Sharingan is able to track movement speeds beyond that of the user's speed. At what level does each tomoe track and what does this essentially mean? Can the user move and counter taijutsu movements faster than himself? Can he track this speed with clarity or only movements of linear paths? What else does this increase in perception mean?

So the third tomoe of the Sharingan is essentially an "upgrade" of previous stages as well as new abilities granted. We need to see how much of and what of the Sharingan you know at this point as 3T usage has, in the past, been flawed and wrongly used.

The Sharingan (Otherwise known as the "Heaven's Eye" (天眼, Tengan), due to the large number of abilities it bestows upon the user) is a Doujutsu Kekkei Genkai that belongs to the uchiha Clan of Konoha, and has several stages of power that are displayed by the number of Tomoe present in their eyes, up to a max of 3. After that there is the Mangekyou, but this is rarer to achieve, as it requires a great sacrifice. Anyway, the various stages of Sharingan have varying levels of power, and are as follows...
At the First Stage of the Sharingan, you have One Tomoe, and (in your own words Madara) can see perceive and tracks up to the speed of a EIG user in the First Gate. This is achieved because, to the user, the target's movements would seem to slow down, when in reality what is happening is the user is able to perceive the motions and movements of the target, allowing a level of great clarity. This however doesn't mean that the user will be as fast as whatever they are tracking. The eyes are able to keep up, but your body is still limited to your own level of physical prowess. You can track whatever you are tracking easily enough, but if your body can't physically move as fast as what you are tracking, you can't block or counter it. The First stage also allows the user to see through weak Visual Genjutsu (D-Rank) (Note: Visual Genjutsu are Genjutsu that control the users Sense of Sight, showing them visual illusions. The Sharingan's ability to "break through" Genjutsu doesn't work on any other kind of Genjutsu, like Sound, Smell or Touch based Genjutsu.) and allows the user to see the flow of Chakra, either in another person's body, or in Jutsu, like how Sasuke was able to see Deidara's land mines, even though they were covered by some kind of cloth or something. Even at higher levels of the Sharingan, there is a limit to how far the Sharingan can perceive Chakra, for example you can't see the Chakra flow of another person through several buildings, or anything that is created through Chakra, like the Hidden Mist Jutsu which is particularly effective against the Sharingan. One useful thing to note is that the Chakra flow of someone who is under the control of a Genjutsu will appear irregular, due to the Genjutsu altering their Chakra flow and creating whatever illusion they are shown.
At the Second Stage of the Sharingan the user is able to perceive the movements of anything up to the speed of an EIG in the Second Gate. Once again, allowing the user to track extremely fast movements, but doesn't allow them to block or counter it. Because you can see it coming, doesn't mean you can move as fast as it. The Second Stage also gets a few more bonuses. For starters you are able to perceive and copy Taijutsu movements, like how Sasuke copied Rock Lee's Dancing Leaf Shadow in their spar before the Chunin Exams. The visual clarity provided by a Two Tomoe Sharingan also allows the user to track hand seals, allowing them to, essentially, predict the Jutsu the opponent is using, so long as they are familiar with it, either through learning it themselves or through seeing someone else use it. Finally it allows the user to see through stronger visual Genjutsu than the One Tomoe Sharingan (up to C-Rank).
Finally we get to the Final Stage of the Basic Sharingan, the Three Tomoe Sharingan. It allows the user to track and perceive movements up to the speed of an EIG user in the Third Gate. This means fighting anyone with the Sharingan active in a straight up Taijutsu fight means you'll have the upper hand, so long as the opponent doesn't have EIG, or another ability that allows them tremendous physical prowess. Next it "ups" the users ability to see the flow of Chakra, allowing a 3T Sharingan user to determine the Elemental Types of Chakra in an opponent. This is because Elemental Chakra have separate methods of creation, and therefore would appear different to someone who can see the flow of Chakra. For example Lightning Style Chakra is molded through high frequency vibrations and would therefore appear energetic and constantly flowing, which is the opposite of Earth Release Chakra, which is sturdy and dense, and therefore would appear heavy and resolute. Water is free flowing, and so the Chakra would mimic this, appearing calm and collected, while Fire Style Chakra is superheated, making the Chakra appear as aggressive and as "hot" as the element itself. Finally, the key to Wind Style is making the Chakra mimic thin, sharp blades, so the Chakra would also represent this. The 3T Sharingan also improves the users ability to "copy" Jutsu, now including Ninjutsu with Taijutsu. It also allows the user to predict the opponents movements, due to the heightened sense of clarity than the previous stages provide. This means that the 3T Sharingan can pick up on even the subtlest movements and changes in the targets movements, allowing the user to predict they way they are moving their body. Finally we get to one of the more unique and powerful aspects of the 3T Sharingan, the ability to cast Genjutsu on a target, simply through eye contact. You can also see through Visual Genjutsu of B-Rank and below, which is a very useful skill in the hands of one who is well versed in Genjutsu usage.
I believe that sums up the abilities of the Sharingan, from the First Stage to the Third Stage. If I missed anything please tell me, it's the only way I'll get better with the Sharingan, but I do believe I've got a better grasp of the abilities of the Sharingan, at least when compared to our 2T session. (That wall of text was invaluable when revising the details of the Sharingan, so thank you again.)

1 tomoe: When the user activates his one tomoed sharingan, he gains the ability to track movements and see them with great clarity, being able to follow movements of most taijutsu moves that are done by regular ninajs. The user can even, to an extent, track the movements of moves that are faster than him. (i had no idea it was up til' 1 gate until now, thanks for that info, Imp.) But despite being able to track and perceive these movements, it is not guaranteed that the user will be able to react to the movements in time, because all in all, The sharingan helps you perceive the moves but does not give you a boost of speed or heighten your responsiveness.
2 tomoe: This stage of the eye has similar tracking abilities like the first one but this time more advanced, being able to now track and perceive much faster speeds and movements of an opponent. (up to the second gate, thanks again Imp) The user is now also able to, to a certain extent, anticipate faster movements and analyze them, also gaining the ability to mimic and copy small movements that are made by his oponent. But once again, even if the user is able to perceive and track the movements of an oponent, the sharingan does not give a boost in speed or reaction, meaning he still wont be able to defend against some moves in time, depending on how far away, how fast and what speed the oponent have.
3 tomoe: This is basically the final stage of the eye, giving the user the ability to Predict motions, copy them and perceive motions, as well as being able to trach extremly high speeds(again, to the third gate, thanks Imp). This stage also grants the user the ability to mimic basic tai moves made by the oponent and also improves the users ability to predict motions faster, almost seeing things in slow motion. But just like mentioned before, it does not give the user enhanced ability to responce in time or improved speed so even if the user were too, lets say perceive the moves of a third gate taijutsu user, he would (depending on the range and speed) still not be able to physically counter the moves.

You missed the entire questions I asked. I didn't ask for a summary of all the abilities, I specifically asked about the tracking abilities of the Sharingan. I read a few lines into it but didn't read further but I assume you wrote about everything you know of the Sharingan to do, which is pointless because we are going to go over each point of the Sharingan separately.

Well, The sharingan is able to perceive chakra, being able to see the chakraflow a human/animal have. The user can also differenciate different chakra from different people, being able too "recognise" a persons chakra, by giving it a specific colour. This also means that he can see the chakra flow of others and thus, can see if someone is under a genjutsu because their chakra flow would be irregular. I always think that the byakugan and sharingan have one Major change when it comes to perceiving chakra. The byakugan has a wide range and view and is able to scout massive areas for chakra signatures but is not very detailed. The sharingan on the other hand is more like a sniper, it does have quite a wide range but it cannot scout massive distances from the same angles as the byakugan but whith the sharingan, you can see the flow of chakra more detailed, being able to differenciate chakra and see the chakra network and the pattern that the chakra moves on. But sharingan cannot (unlike the byakugan) see through great obstacles. it can see through some objects but only through a certain extent and only if the objects are not masked/infused with chakra. So say an oponent is hiding from you behind a tree and you're standing on the other side, the Sharingan would not be able to perceive any trace of chakra or somehow see through the tree but a byakugan user could easily pierce through and spot the oponent on the other side. Same principle with the Hidden mist jutsu, like Imperfect mentioned, all a sharingan user would see is basically a "cloud" of chakra, covering his view of the oponent whilst once again a byakugan user would easily see through it. But the fact that the sharingan can see through a humans flesh and bones to locate his chakraflow means that it is indeed possible for it to see through certain objects, if not to thick and far away.
I did answer your question though. It's in there, somewhere... But really, just because I added more than was asked doesn't make my effort pointless. It just means I can go back and expand on whats there when you ask about them specifically, as that was just a general summary. hmm
Being a Doujutsu, the Sharingan is able to see the Chakra flow of anything that has Chakra, be it another Ninja, Animals (Summoning and Normal), Jutsu, etc. This insight into the general flow of Chakra is extremely valuable in a wide array of circumstances, like allowing the user to differentiate between separate sources of Chakra or determining whether someone is under a Genjutsu. Because the Sharingan is so perceptive in it's ability to see Chakra, Chakra belonging to different people all have their own unique color, while people from the same clan/ family will have similar colors. As for determining whether someone is under the influence of a Genjutsu, it's been mentioned before, the Sharingan can see the flow of Chakra. When someone is under a Genjutsu, their senses are under the control of the opponent, and thus their Chakra flow is altered, making it appear erratic and different from what a Sharingan will normally see. While one of it's most valuable tools, this ability to see the flow of Chakra can also be the Sharingan's undoing, as the Sharingan can be impaired if the user's line of sight to the opponent is surrounded by or blocked off by something infused with Chakra, like in the case of the Hidden Mist Jutsu. What essentially happens is the user see's the Chakra contained in the mist which to a Sharingan user would be a bright blue screen, instead of a translucent mist (that would already impair regular vision, but to a slightly lesser degree). Finally, the Sharingan can differentiate between Elemental Chakra Natures, because it can see the flow of Chakra and it's level of visual clarity and perception. Basically because of the aforementioned abilities, the Sharingan can pick up on even the most minute differences in the overall flow of the Chakra of anyone they are looking at. This shows that the Sharingan can perceive and notice things on a great, but specific scale. Great in that seeing the flow of Chakra helps in many diverse circumstances, but specific in that even the most minute details will be shown, and in technique's like the Hidden Mist, the Sharingan's ability is too specific, rendering it's advantages useless so long as the Mist is active.
On the other hand, the Byakugan provides a more detailed type of vision, in that it can see the Chakra Network (Chakra Circulatory System), or even see through Jutsu that would impair the Sharingan's vision, like the Hidden Mist Jutsu (Because the Byakugan acts like telescopic vision, it can actually penetrate the mist, rather than just seeing the closest layer of the Mist as a screen like the Sharingan would, and allows the Byakugan to see through it.) and even solid matter. The Sharingan can also see through solid matter to a degree, but only if the matter in question isn't infused with Chakra, and only if there is something/ someone with Chakra on the other side of it. For example, Sasuke Uchiha was able to see Deidara's C2 Dragon Clay Mines because they were underneath the ground, but not so deep that they couldn't be triggered by stepping on them, and because the ground itself didn't have any Chakra infused into it, thus allowing Sasuke to see the mines, and allow him to plan a strategy for avoiding them while fighting. However, Neji with his Byakugan is able to see over vast distances and through solid matter, and even if there is an object or something else in the way with Chakra infused into it, he can just see past it. The Byakugan will still pick up an object infused with Chakra as color, like the Sharingan does, but it doesn't impair the Byakugan's ability to act like telescopic vision. This is what makes the Sharingan's ability to see through solid matter more specific, at least when compared to the Byakugan.
As for what and how far they can see through things, I think some key aspects play in this whole thing:
1. distance: Sharingan can see but they can't zoom or anything. They are simply normal eyes that can see chakra and details and what not. But they can't zoom or become microscopes or telescopes like the byakugan can.
2. type of medium: Something that wasn't created by chakra will always be easier to see through than something created by chakra, even if chakra is no longer there.
3. chakra "size": A person has more chakra than a technique, thus why I think finding someone is easier than finding something.
Now what does this translate to? I think they can see chakra inside a medium as long as its like half a meter to a few meters inside it. Further than that, no.Dust clouds, Wind barriers, etc. If you have them big enough, the enemy wouldn't be able to see you unless you are visible in normal eye sight.

I vaguely remember a Sharingan Thread in the Jutsu Forum by Izuna, he noted some of this stuff, but it was removed/ archived/ etc. I remember a point about if the Sharingan could or couldn't see through Wood Release once the Wood Release user had stopped channeling Chakra through it. Admittedly it's been a while since I've read it, but I thought it was a pretty nice read, and the points made were valuable. Anyway, I believe the same, the extent the Sharingan can see through is about a couple of meters (like Thermal Vision). Any thicker than that, and even if there was a Chakra signature behind it, it would be too thick for the Sharingan to see. It's why Karin was invaluable to Sasuke during the 5 Kage Summit, as even though Sasuke's Sharingan could pick up the Chakra of anyone nearby, the walls of the Summit Venue were thick and the building itself was very big, rendering the Sharingan's ability to seen the flow of Chakra almost useless, until they were found out by Zetsu and the Samurai began to look for them. Sasuke was able to see the Chakra of the Samurai soldier through the stone pillar he was hiding behind, and plan a diversion (sticking his cloak to the wall with a Kunai) before fighting the Samurai anyway. Karin however, was able to pinpoint Danzo's location because her Sensory ability works over great distances, and wasn't affected at all by solid matter. It would be the same for the Byakugan. On the wiki it states that, once activated, Hinata can see over a distance of 10 Kilometers. That radius, undeterred by anything like solid matter, people, Jutsu, etc, makes the Byakugan more suited for Supplementary usages like Recon or Sensing, while the way the Sharingan has evolved makes it more suited for full on combat, allowing the user to follow, copy, replicate and understand even the most subtle, imperceptible movements and changes in the opponents Chakra.
But to answer your question, I think it would be as you put it, yeah, things like a Dust Cloud, or Earthen structures that require Chakra to sustain themselves will block both Physical Vision, and the Chakra Vision, due to being created or sustained by Chakra. I think something like a Wind Barrier is transparent, so it wouldn't block the Sharingan's Physical Vision unless the wind pressure was extremely high, and the gusts of wind would create a wall with proper density. For example, Sasuke was still able to see through the dust cloud Danzo kicked up with the Wind Stream Technique, as only the Wind from the Jutsu carried Chakra. Once it kicked up the dust, it was ineffective as cover from the Sharingan. But anyway, I agree with you Madara, a couple of meters max, like Thermal Imaging.
I agree but does it also depend on what the enemy is hiding behind? For example will there be any difference if the enemy is hiding behind a tree or rock that are both equally thick? Or does that not matter? And if say an enemy is hiding behind an object, like a thin wall, Would A sharingan user see be able too see the chakra network system and the flow of chakra or just see a mass of chakra standing behind there?

Joking aside, during my 1T, I had the general knowledge of the Sharingan as a Naruto Fan, which should be expected from someone new to the RP. During my 2T with you, I had a basic grasp of the Sharingan's abilities, but not enough to consider myself any good. I started re-reading your Sharingan Notes in great detail during my 2T with Adachi, and now, thanks to your massive, detailed break down of the Sharingan and it's abilities, I'd like to think I'm "good" with our Kekkei Genkai. Here's hoping I get even better, eh? Maybe take you down some time in the distant future, like when pigs fly?
The Sharingan's abilities to see the flow of Chakra and grant the user amazing levels of visual clarity and perception help the user in identifying both physical and Chakra based aspects of Ninjutsu, as well as a detailed understanding of Taijutsu. In the case of Ninjutsu, the user is able to see the opponent's Chakra Flow, noting the direction the opponent's Chakra is flowing (to their hands, feet, stomach, mouth, eyes, etc.) and at higher levels, perceiving the Element the Chakra is composed of through the aforementioned changes in the Chakra's appearance. What this allows the Sharingan to do is allow the user to see the Elemental Type of the Jutsu performed (if it has an Element), and the hand seals that make it possible. One or two things can happen from this. One, the user can "copy" the Ninjutsu they witness, so long as they have the proficiency in the Jutsu's field, so in the case of Great Fire Annihilation, the user is required to have at least S-Rank Fire to copy it, that is, if they don't know it already. Now the second option, if the user already knows the Jutsu being performed, by using their own knowledge of the technique they can prepare a counterattack before the opponent has even launched their own attack, creating a perfectly timed counter. In the case of Taijutsu however, it is much more simple. Using the Sharingan's ability to follow even the subtlest movements with perfect clarity and perception, they can predict with certainty how the opponent is next going to move their body. Using this insight into the opponents movements, they user can follow their actions, and like with Ninjutsu, perfectly replicate these motions and actions on their own, so long as they are proficient enough in Taijutsu.
Finally, what the Sharingan can and can't copy is, once again, down to their own level of competence and what their own natural abilities allow them to do. In other words, if the user tries to copy a A-Rank Wind technique, but only have C-Rank Wind, it will fail, as they aren't proficient enough in that field for a successful replication of that technique. This also applies to Jutsu that require certain Kekkei Genkai, like how Kakashi was unable to copy Haku's Ice Jutsu. Because Haku's Jutsu were able to be performed because of his specific Blood Line, not even the Sharingan can copy that. This applies to other things, like in our RP there are Custom Clans with their own Jutsu. Same deal, they require to either be born into a certain Clan, or have certain traits to be performed. It also can't be used on any kind of Bio specific ability, like EIG, Medical Ninjutsu, Fuinjutsu or Kinjutsu. I just went and checked up the Copy Technique in the Sharingan Jutsu list, and it also notes that the user can't copy Genjutsu or technique's without seals. At this point it looks like it's much easier to say that it can only really copy Basic and Elemental Ninjutsu with Hand Seals and Taijutsu, so long as the user has the proper training for them. One thing that should be noted is that if you are witnessing a technique you don't know, but have the correct skills, and it meets the requirements of the Copy Technique, you must watch the full process, as copying something before it's fully realized isn't allowed and just stupid. You could see the opponent weave a few seals, knead Fire Chakra and watch them spit out a fireball, but not wait for them to perform another step, then you are essentially copying half a Jutsu, which is reckless and wrong. I know it's probably not something that big, or done that often, but I still feel it's worth noting.
It doesn't mention disregarding Custom Jutsu that the enemy uses, so is it safe to assume that you can copy an enemy's Custom Jutsu, so long as it meets the above requirements? If so, that's pretty cool.

Description: After gaining the 3 Tomoe Sharingan, the user gains the ability to copy the technique the enemy is using and use it as his own. The user will first need to witness the technique completely to memorize all aspects of it, including the opponents chakra flow and focus upon using it as well as the hand seals. A limitation of the technique is the inability to mimic and copy KG techniques, fuuinjutsu, kinjutsu, genjutsu, medical ninjutsu or hidden clan/bio techniques.

Note: Can only be done 2 times per battle on techniques that have hand seals

Yes, I am an awesome Sharingan teacher, I know.
Well the Sharingan, as we have covered before, has great tracking abilities and grants the user the power to see things with much greater clarity. It also has the ability too see the chakra flow of people, these two together puts together a lethal combination when faced agains't someone. By combining the vision of chakraflow you can, for example if the oponent is preparing too use the "great fireball technique", you can see the chakra build up in the lungs and by using the tracking abilties and the clear vision of the Sharingan, you analyze the handseals he is making and put that together with the change of his chakra appearance as he molds it into elemental chakra, thus giving you a heads up on what is too come and with the sharingans tracking abilities that grants you the power too see all the oponents movements in a "slow motion" manner, you have the time to read all his handseals and mimick them and thus, copy his chakra pattern and perform the same technique he does.
Now this of course, in our RP and in the NV has some restrictions. For example, if you read your oponents movements and you know what too come, you cannot perform a jutsu before he performs his, since that would count as a violation of the timeframe rule.
Annother restriction is(and this one, i feel, is quite obvious) that you can only mimick techniques too your current rank, or "techniques that you know." So if someone, for example, uses a B-ranked earth technique, and your training in earth is only up to C rank, then you cannot copy that technique.
The third restriction also has too do with "rank" and mastery over an element. Lets say your oponent and you both have copleted your training in suiton. BUT his bio has suiton as primary element, meaning he can perform all suiton techniques with one handseal..but you cannot. you have some other primary element. Now if the oponent faces you and performs the "Suiton: Ja No Kuchi) - Water Release: Water Snakes Mouth" with only one handseal, instead of the, normally nescessary, 6 handseals, then you cannot copy this technique. If you know the technique, sure you can perform it, but you will have too do all the 6 handseals but you will not be able to counter it.
Now too the fourth restriction: Sharingan cannot copy genjutsu. Even if the genjutsu have required handseals,a sharingan user cannot copy it. But sharingan, being awesome as it is, have something better too fill up this gap. And that is the

Description:This is a illusion counter were, through the use of their sharingan, an Uchiha can take control over an enemy illusionary techniques and reverse it back into the opponent by taking control of it and releasing oneself at the same time. With 1 Tomoe, it can affect C-Rank and below illusions. With 2 Tomoe it can affect B-Rank and bellow illusions. With a 3 Tomoe, it can affect A-Rank and below illusions. With MS/EMS it can affect S-Rank and bellow illusions. Can only be used once every two turns.
So instead of copying the genjutsu, a sharingan user has the ability too, after detecting the genjutsu, take control over it and reverse it, casting it upon its originall user instead.
Now, copying taijutsu and physicall movements of someone, is an ability that is developed from the moment you unlock the 2 tomoe. Now the most important thing to remember is that you can only copy what your body already can. So for instance, if you dont have the ability too open the eight inner gates, you cannot copy the "Asa Kujaku" or "Hirudora"..And annother thing to remember is, and this, we have said countless times i feel lol, your eyes do not give you any speed bost. They allow you too percieve things in slow motion, yes, but that does not mean that the oponent is actually moving in slow motion so even if you can see them, depending on range, the oponents speed and your own, it is not certain that you will be able too copy any taijutsu or physicall attack the enemy makes.
I assume the same thing applies for Kenjutsu right? If you wield a blade, you can copy kenjutsu techniques up to your rank as well?

Nah, you missed the question completely lol. I'm not asking about Sharingan Genjutsu. I'm asking solely about the hypnotism the Sharingan is able to perform. Nothing genjutsu related.
Unlike the previous two sharingan stages this level has the ability to hypnotize a target. If however the target is too strong the hypnotizing with be ineffective. This can only be done on targets one rank below the user and through eye contact.
