Sasuke didn't blitz Naruto at all, LoL. Not when Naruto reacted to his blindside attack, this alone erases the "blitz". Not to mention that Naruto isn't even fighting at his best.

Also: Kaguya (easily dodged Sasuke's S/T + Chidori), Kakashi (with Kamui Raikiri blitzed a stronger Kaguya that the one that dodged Sasuke), Gai, Naruto and maybe Madara.

Because he was busy blocking the fire ball attack with his huge chakra hand and trying to avoid the chidori attack from the back at the same time. Who can block a front attack and then avoid a super fast sneak attack from the back as fast as Naruto did? Sasuke had to distract him before using his speed blitz technique, otherwise Naruto would've dodged it easily.
