By equals I mean is that they are more of less the same. Naruto did lose to sasuke in part 1 didn't he? But that didn't make him weaker than sasuke, it was just the matter of the very last second of their battle.

Nope both sasuke and naruto have strong chakra. Chakra = Yin/yang or spiritual and physical energies, but I will say that Sasuke's Chakra is more developed since he can do lightening and fire release, but Naruto counters this with large quantity of chakra.
