Nothing minato would do vs izanagi or proper genjutsu.

I don't think he was, he was just the fastest of his time. That caused him to be strong in other's eyes.

why do ppl keep mentioning genjutsu would easily defeat minato. If this were to be true obito would have used genjutsu just like he used against kakashi when they were inside obito's dimensioin fighting. Kakashi said enough playing around and lets fight for real. Obito was capable of using genjutsu yet he didn't use it against minato. Genjutsu works against weak minds (emotions/memories/desires), minato has perfect control over his mind which is why he wouldn't fall for genjutsu. Izanagi is a just a replacement jutsu which carries a large risk of losing an eye. Minato is fast enough to avoid any surprise attack

Up until his death, yes, probably.

Everyone who is stronger than him came around (or became so) after he died. Although I cannot remember what age Nagato was during Minato's time. If he was old enough to have the same Rinnegan mastery he had in his "prime", then he would be the strongest.

Sasuke was an infant, Nagato was a little kid still, and Itachi was like 13 so no none of them were at Minato's level at the time.

OT: I'd say the fastest. I think Hanzo of the Salamander was still alive during his reign wasn't he? Not sure how well Hanzo would fair against Minato though, but I think the guys that beat and gave Minato's sensei the title of Sannin would have probably have been stronger than him during his time. Could be wrong though.

Fastest? Definitely.
Strongest? Arguably yes.
