Sasuke may still be weaker than Naruto

Since everyone has been saying "Oh, Sasuke is so strong, no idea how Naruto can beat him" I want to say, I think he may still be weaker, going by the Kaguya fight. Think about it, who was always doing damage in that fight? It was Naruto, I didn't realize this until I was reading and Naruto managed to tear her whole freaking arm off, and then blitz her with rasenshuriken, while Sasuke basically did nothing to her.
