sasuke is not a main character that's why he is far weaker than Main Character.

sasuke didn't work for his power-ups unlike naruto that's why he is too weak.

Naruto learnt KCM by training.
Naruto learnt BM by proving to kurama that he cares about tailed beasts and naruto tried to save Tailed beasts
Naruto learnt BSM by combining his SM with BM
Naruto has received Rikodou mode after saving every tailed beast's ass from juubito.

In short, Naruto worked for his every power-up.

Sasuke learnt Chidori by training.
Sasuke has received CM without any effort in fact oro gifted him that power.
Sasuke has received MS and amaterasu without any effort in fact itachi implanted his powers within him

That has been retconned, Itachi was suprised Sasuke awakened Susano'o, if he truly did implant all his powers, he wouldn't have that reaction.

Second off, it's a damn fact that Itachi's Amaterasu was a one time thing and it didn't ever activate again until Sasuke achieved his own usage of it.
