Technically speaking it was Obito's chakra not Hagoromo's, he became the Juubi Jinchuuriki thus gaining the same powers as Hagoromo. But, yes, without being a Juubi Jin his eyes aren't as special.

No, Rikudou Chakra does not mean Hagoromo's chakra. He got the rikudou chakra from being Juubi jin, so yes, it is his powers. He never even met Hagoromo.

Or is Hagoromo suddenly responsible for Obito, and by extension, Madara's power as juubi jin? (Well, yes to madara. He gave him the rinnegan, and that was all he used as JJ)
