Kaguya Ootststsuki!!!! The most epic female in Naruto and one of the most epic characters period.
Hinata Hyuuga: She is stronger than people think and she is the amongst the kindest in the series along with Choji and Rin.
Rin Nohara: A brave heroine that gave her life and saved Konoha from a watery destruction at the hands of Isobu.

Hinata is overrated if you ask me.

I think Tsunade is the best constructed female character, and considering that Sakura is supposed to be the 'next Tsunade', I say Sakura hasn't lived up to her full potential. Naruto and Sasuke have both surpassed their master, Sakura hasn't. She should be as strong as Tsunade, but she doesn't have the experience or the Senju body.

The other females have lived up to their potential, I'd say.
