I'm pretty sure it has also to do with how strong is your mental chakra, as well as your mastery of the Susanoo. One could argue that after the power up Sasuke got, along with the rinnegan, Sasuke's chakra has gotten stronger.

You need to have PS in order for Susanoo to fuse with Kurama. So Sasuke had it during the war, he just didn't use it alot.
