The mos powerful tailed beast had to be nerfed just to give the alliance a chance.Only if the Juubi was constantly attacking with bijuu bombs the alliance was over long ago.Not planned well this fight since most of the alliance shinobis were fodders and useless with only team 7 to shine and edo hokages...
