@RJ: If Madara used Perfect Susanoo, it'd most likely be above Sasuke's due to having Rikudo Senjutsu, Hagoromo's chakra from when he fused Indra and Ashura's power, and the fact his Susanoo was above Sasuke's beforehand.

Orochimaru possibly has the best chance of beating Itachi on the list. He has the perfect body now, which means he can use SM exactly like Kabuto if not better. That makes him Itachi's perfect counter, plus edo tensei.

Well by that logic Deidara should be on that list due to C0, and Minato and Hiruzen should be at #1 due to Reaper Death Seal. Also you should mention that KA is restricted because Shisui and Danzo solo most people on your list.

Scratch that, Itachi is 12, Nagato is 11.
If Guy sees someone he knows he'll die against, such as everyone on this list, he'd use 8 Gates. Unlike Deidara who would be killed before thinking about using C0. And Minato and Hiruzen get shitted on, RDS or no.
And with KA, Danzō and Shisui do solo a majority of the list.
