You should read his conditions. Your premise shows "Goshun Mawashi no Jutsu requires two S/T users [12] and Tobirama doesn't have Minato with him here." But he does here. Even though Tobirama already applied that its works on clones, but their reaction is a bit slower then using it with Originals.

You also stated this "his means that Tobirama will be a sitting duck for Deidara's explosives. Tobirama's Explosion Tag Technique won't work since he needs to be an Edo in order for him to use it. [11]" When OP gave him 3.

Deidara was having trouble keeping up with Hebi Sasuke, he gets blitzed by either FTG user.
Bunta's oil can be used to at least slow Gaara's sand. After that he gets blitzed as well.
None of them can really keep up, both would be on the defensive the whole time. FTG users don't play.

The stipulations aren't any different; only Gojō Kibaku Fuda is unrestricted, although, it's not a huge factor due to Gaara's sand. KM Naruto won't do any better against sand infused with bombs... while they both can go airborne and bombard them with attacks.

I highly doubt they can be taken down from there by Naruto & Tobirama.​

Well, that's one method already. There's also kage bunshins and FTG LV2 to make them go even higher.
Its the same as being on the ground.
