I don't see why he wouldn't be able to considering he has the Bijuu chakra, but what others are saying, he hasn't shown the ability to use it exactly yet. I do see good reason on why he would be able to.

Regardless, we know light can't reach inside Sasuke's Susano'o, so it wouldn't blind Sasuke or possibly even other Susano'o users. Pain would just use his other bodies while one or two are blind. Obito could Kamui away.

So in most cases if this was possible...the jutsu is not as good as having a Dojutsu, unless the opponent is a mindless beast that can't use strategy.

Possibly, although I'm not sure how it would blind them in the shape of a rasengan. Possibly a rasenshuriken would blind while approaching the target, although it seems pretty redundant when the rasenshuriken is already fast.

Yeah so? Only way I can see it happening is the explosion or attack afterwards releases the scales to cause the blinding.
