Is guren the strongest female character in naruto?(kaguya not in)

She was still just another one of Oro's pawns. Tsunade (Hokage), Sakura (carbon copy of Tsunade), Mei (Mizukage) and Konan (Akatsuki) are certainly stronger than her.

Having said that, i have to note that she was very, very strong for what she was supposed to be. I don't think Oro had anyone else under his wing able to hold their own against a Bijuu or Kakashi plus a group of K11 members.

She's on par with Tsunade right now, from what i can tell even better. So, why not?

She can also completely crystallize anyone she touches. Tsunade wouldn't be able to heal that.

She can even turn her life force into chakra, giving her potentially limitless reserves.

Certainly not, Godaime hokage and present Mizukage were far more strong. Even Sakura,Gaara's sis, CHIYO (lol) were better than her.
And yes, being able to make crystals does not improve your fighting skills and toughness.
