If kishimoto was going by all the development he gave Naruto before this whole arc, this is how the chapter would have went down.

The chapter wasnt for Naruto it was for Obito. It was his death so the whole Rin stuff is not irrelevant. Obito is not going to talk about forgiveness becuase he doesnt want it and knows he will not get it, same as Naruto who is not going to forgive him for everything he has done.
