Kishi should just give Sasuke all Rinnegan + all Sharingan powers existenst in Narutoverse. The only restriction could be placed upon MS techniques which Sasuke doesn't have originally so using KA, Kamui etc. would cause disable it powers for some time until it's power return back.

Imo Then Kishi wouldn;t need to hold back Naruto with his BIjuu powers, making any combination of bijuu powers along with his Senjtusu. He would also let Madara and Kaguya get all out, instead of nerfing them.

I wouldnt call Sasuke weak, once he learns new jutsu he can wield all 5 chakra elements with the rinnegan and since he has First Hokages cells and has Mokuton he might get wood style.
