The other villages had a very real chance of swooping in and destroying the remains of Konoha. That's what worried Hiruzen.

It's stated in the manga that if shinobi of the Uchiha's level rebelled the civil war that it caused would leave the Village vulnerable and other nations might take the chance to invade leading to the next great shinobi war.
