I don't think the name of the attack is any indicator of how strong they've gotten.

It's not like the attack tells us how 'heavy' the attack is.

The kanji means "Phoenix of the 36 Earthly Desires" and the ho in pound ho means both Cannon and Phoenix, however the attached kanji is for Phoenix, making that the literal translation and the "Cannon" reading a Pun on that, both of which are correct. The "Pound" part is a skewed reading of the Kanji "Bonnou" for Earthly Desires, and it is referring to the Caliber of a Cannon.

So first of all the numbers are a pun. It all starts with 36 and is multiplied by the amount of swords. After the timeskip its multiplied by 10.

But it doesn't have to mean that it's the same attack but 10 times as strong.

Maybe after the timeskip the Strawhats are all 3 times as strong, to be at least 10 times as strong is a bit much of an upgrade.

4th level is actually quite small. You cant really say small mountain size as the size of mountains range ALOT.

Even his 36 pound cannon was enough to parry thousands of arrows

All instances where the air strike was far greater than a person.
