Then you're misunderstanding the meaning of manipulation, if that was to be the case. First, black Zetsu says he knew Madara can do it. Why would he acknowledge that Madara was the only who can? It's because he relied on Madara's intelligence, as he says that Madara had the ability to plan and corrupt. He would later support by saying he underestimated Madara.
