I don't know what you mean by power up. If u mean no ninjutsu and just tai jutsu then ya i guess gai would be most powerful. Dojutsus are just ninjutsus in the eyes and it's their own powers that they inherited.

I mean the powers they're born with, so no yata mirror or totsuka blade, no ems, btw even if itachi's weapons were allowed gai would attack from every angle and kill him

Hagoromo was able to defeat Kaguya with his Brother before becoming a jubi jin. I think he could take gai down.
