2. Shanks - been here since Romance dawn, a Yonko, stopped a war, clashed with WB, stopped Kaido (whatever that means)
than you have a lot of them that are very hard to list in an order 3. 4. 5. 6. 7. 8. 9. Garp (older now but he was once Roger lvl), Akainu (fleet adiral, defeated Kuzan, fought more or less equally with WB and actually beat him up quite severely, ...), Blackbeard (Gura Gura, Yami Yami, Yonko, he's blackbeard), Kaido (yonko + hype), Big Mom (yonko + hype), Mihawk (world's strongest swordsman), Kuzan (has a DF disadvantage but fought against Akainu for 10 days)
than you could argue a few for the 10 spot: Kizaru (admiral, pika pika), Fujitora (OP DF and admiral), Ryokugyu (admiral), Rayleigh (Roger's first mate, tho he is old), Sengoku (fleet admiral), Ben Backman (Shanks0 first mate), Sabo (2nd in command of teh rev army), Marco (who is imo extremely underrated and generally automatically listed below admirals, WB 1st division commander), there's also the first mates form Kaido and BM
there's also the 7th Sichibukai, Kong, the Gorosei
it's really hard to list and most of them are probably close enough so that any top 10 list would be much worse (or inaccurate) than say a top 10 list from something like Naruto who has a much (for lack of a better word) clearer power scale
