Couldn't find a reliable site to provide the years for 2007 and back-but it was #1 at some points during the original series (so pt1) and was always in the top 3 up until 2013.

DB ended in 1995, the lists are for Mangas that are still running from 2008 to 2013.

Pretty much. Naruto is more well-known and popular than One Piece outside of Japan. But One Piece dominates in Japan and has the most sales because the most lucrative market for manga is obviously there.
