Why so much hate for Jiraiya?

I honestly dont understand why. Ppl are like hes not even top 50 like wtf? Jiraiya is atleast top 20 easily. Ok, he looks pretty weak compared to Naru and Sasu, but he still was pretty powerful, able to take down Konan. Even Pain said tht Jiraiya could beat hi had he known all his abilities. This is he Nagato who was still able to cause trouble for Naruto in Bijuu Mode and who knw all his strengths.
