Why does kaguya need an army?

Obito wanted to use IT to fool himself and whole world into a genjutsu.
Madara wanted to use IT to rule the world with genjutsu ...
BUT kaguya wanted to use IT to transform the whole world into zetsu soldiers.

Why would she need an army of zetsu soldiers?
Soldiers are needed when you have to fight something but as we can see, kaguya is strong enough to beat pretty much any opponent so why did she needed an army of zetsu soldiers?

So stealing the power from the creator god of the elemental nations and enslave all inhabitants to make an powerful army does sound like a good plan if you were banished/exiled from your home or if you just want to take power there.

I like these Space Ninja theories. If Kaguya's mission is to turn the ninja world into a Borg planet of minion soldiers in order to use them as her army to conquer other worlds, then I guess that would qualify as the End of the World, with a legitimate purpose and not for the sake of just ending the world.
