Yeah but in gen 1, all ghost types were also poison, so you are super-effective against them. Furthermore the only ghost moves were weak.
1) Lick (20 power)
2) Night Shade (fixed amount of damage)
all other attack based ghost moves were introduced later.

I like to think about it like this, there are so many cruel people in the world killing innocents yet there are very few people who claim to actually be hunted by ghost or have seen a ghost.

But there is also the given, which is as Human Beings our visual/sound/mental capabilities are very limited due to the amount of information we are able to actually store and recall.
